Official Report:

African Union Economic, Social and Cultural Council  -  Global Africa Diaspora Convention

To:
The Honorable Dr. Joseph Chilengi, Presiding Officer, African Union Economic, Social and Cultural Council (AU ECOSOCC)

Honorable Members of the Second General  Assembly of AU ECOSOCC

Special Advisers of AU ECOSOCC

Greetings:

With shared belief in the potentials of Africa and the transformative goals of Agenda 2063,  it is an honor to present the  Official Report of the AU ECOSOCC -  Global Africa Diaspora Convention, which took place on November 19-22, 2015 in Washington, DC and Baltimore, Maryland in US.

The contents are outcomes of the Convention, which include General Assembly  presentations, thematic sessions, participant observations, and also six weeks of post-surveys, in-depth interviews, and consultations with constituents in the diverse African Diaspora and from all the regions. In efforts to understand the trajectory  of African Union - African Diaspora development with influence on ongoing dynamics, secondary source research and data were used to substantiate the basis for deliberations as the topics  arose.

Mindful of the need to align outcomes with the goals and priority areas in first five Ten-Year Implementation Plan of Agenda 2063 and specific   cooperation in the AU Declaration of the Global African Diaspora Summit in 2012, the topics and outcomes were cross-referenced to principles, goals and objectives of the AU. The alignment encouraged and  facilitated meaningful dialogues and exchange of implementable ideas while accommodating the varied aspirations of stakeholders.

Considering the fact that ECOSOCC is a relatively new and emerging organ of the AU with a statutory mandate to engage all segments of the Civil Society in building strong partnerships with governments and to execute its responsibilities in the Implementation of Agenda 2063, the Convention served as a catalyst in introducing and sensitizing the essence of ECOSOCC in the Diaspora and complementing the activities of the Clusters. The thematic perspectives and actions provide information that the respective Clusters may use in developing cooperative relationship with the Diaspora in order to enhance their operations.

The Convention outcomes constitute a  necessary formative process that assessed the current status of AU - Diaspora Initiatives, pre-Convention knowledge of Agenda 2063, capacities and past recommendations, and ongoing AU Diaspora events in different arenas. The interactive collection and insightful analyses of information, notation of progress,  or lack thereof, and the inspired activities from the Convention generated ample opportunities for ECOSOCC to proactively engage the Diaspora to achieve mutually empowering and sustainable developments that contribute to the impacts objectives of Agenda 2063.

Subsequent to a formative process, the outcomes will guide the identification and development of capacities, coordination and  collaboration, and cohesive approaches that support sustainable programs, provide rationales for recommendations, and demonstrate the basis for public private partnerships. Towards these ends, a summative Convention is planned for May 5-8, 2015 for deliberations, documentation of  capacities, and adoptions of  recommendations that would be submitted to the AU Executive through  ECOSOCC.

On behalf of myself, the dedicated volunteers and stakeholders who traveled far and near to set a new level for  AU - Diaspora partnerships, we extend sincere gratitude to Dr. Chilengi and Dr. Adisa, the  former Director of CIDO,  for believing in the potentials and demonstrating the confidence necessary to  realize the  milestone  Convention.

Respectfully,
Evelyn Joe
Special Adviser, Diaspora Relations

The Global Africa Diaspora Convention 2015 is focused on the implementation of the African Union Global Summit in 2015 by identifying capacity for engagements.

The Convention also sensitizes the African Union Agenda 2063 and shared values for an integrated, prosperous and peaceful Africa driven by her people.

It is also the historic milestone to welcome the African Union Economic, Social and Cultural Council to the Diaspora in collaborative efforts to engage stakeholders in opportunities and the development of Africa.
